My friend always thought it was good. I never got the hang of it, though. But I always thought it was Ogre Tactics?

You're probably thinking of Ogre Battle, the second game in the series...
It goes:
Tactics Ogre
Ogre Battle
Ogre Battle 64
and there's another I can't think of that comes 3rd
and there's The Knight of Lodis, the new one for GBA
